Javits Fellowships

Purpose of this program:

To provide fellowships for graduate study in the arts, humanities, and social sciences to individuals of superior ability selected on the basis of demonstrated achievement, financial need, and exceptional promise. Fellowships are awarded to students intending to pursue a doctoral degree and may be awarded to students pursuing a master's degree in those fields in which the master's degree is commonly accepted as the terminal degree.


Possible uses and use restrictions...

A recipient is entitled to use the fellowship in a graduate program at any accredited institution of higher education in which the recipient may decide to enroll. For each fellowship awarded, the institution receives an institutional allowance determined in accordance with the statutory formula in Section 703 of the Higher Education Act of 1965, as amended. The student receives a stipend set at the level of support based on that provided by the National Science Foundation graduate fellowships. No stipend may exceed the Fellow's demonstrated level of need according to measurements of need set forth in Part F of Title IV of the Higher Education Act. An individual receives payments only during the periods that he or she maintains satisfactory progress in his or her program of study and devotes essentially full time to study or research in the field in which the fellowship was awarded.

Who is eligible to apply...

Eligibility is limited to U.S. citizens or nationals, permanent residents of the United States, and citizens of any one of the Freely Associated States. An individual who is enrolled or plans to enroll in a terminal degree program is eligible only if he or she is a citizen of the United States. Applicants must be enrolled or eligible to be enrolled in a graduate program in an approved field of study at an accredited institution of higher education. In fiscal year 1999 sixty percent of new awards shall be available for fellowships to otherwise eligible applicants who have earned no graduate credit hours. The remaining forty percent of new awards shall be available for fellowships to all otherwise eligible applicants who are within the first year of graduate study. In each of these two categories, a minimum of sixty percent of these new fellowships shall be awarded to applicants in the humanities, twenty percent to applicants in the social sciences, and twenty percent to applicants in the arts.

In fiscal year 2003, the new fellowship stipend awards averaged $30,000. The new institutional allowance covering tuition and fees was $12,000.

Students must submit proper documentation of Indian eligibility in order to be considered. The applicant's advisor must also provide verification that the courses to be taken are required for an undergraduate curriculum leading to a bachelor's degree in pre-medicine or pre-dentistry curriculum and represents the number of credit hours which the school requires to be full-time or at least 6 hours of part-time study.

Educational Exchange_University Lecturers (Professors) and Research Scholars

Grants for professors (university lecturers) and research scholars are usually, although not always, for a full academic year, and generally tenable in one country. The lectureships permit the grantees to lecture, usually serving as visiting professors in institutions of higher learning. The research grants offer opportunities for U.S. citizens to undertake postdoctoral research at overseas universities, colleges, and certain research centers and institutes. Grants specify terms and conditions to meet the educational goals proposed by the grantee and approved by the J. William Fulbright Foreign Scholarship Board in making the award. Individual grants generally include round-trip transportation, for the grantee and in some cases for one or two dependents, a maintenance allowance payable in foreign currency where available, and an allowance for travel, books and services essential to the assignment. Where maintenance is payable in foreign currency, lecturers may also receive a supplemental dollar allowance.

Grant funds may be used for costs necessary to conduct research, educational activities or studies, including salaries and expenses, permanent equipment, expendable materials and supplies, travel, publication costs, and other direct and indirect costs. Some programs provide funds for undergraduate scholarships managed by the awardee institution. Primary responsibility for general supervision of all grant activities rests with the grantee institution. Funds may not be used for purposes other than those specified in the award. Purpose of this program:

To provide leadership and ensure the vitality of the Nation's science, technology, engineering and mathematics (STEM) education Enterprise. The Education and Human Resources (EHR) component of the National Science Foundation sponsors programs that support the development of models and strategies for providing all students with access to high-quality STEM education. The portfolio of EHR programs in STEM education is comprised of efforts spanning pre-K to 12 (with special emphasis on projects that join institutions of higher education with K-12 education units), undergraduate, graduate and post-doctoral levels, as well as informal education and life-long learning. Long-term goals include: Supporting infrastructure (especially broad-based collaborative partnerships) that will enable development of high-quality educational experiences for all students; ensuring that our educational pathways yield an adequately educated and diverse corps of individuals for both the highly technical workplace and the professional STEM community; developing a cadre of professionally educated and well-trained teachers and faculty; and providing the research necessary to inform educational practice. The strength of EHR programming resides in its ability to integrate research and education, combining the expertise of the research and education communities. Its programs include support for STEM workforce development; educational materials, including use of learning technologies, effective in increasing student achievement; research on learning and teaching that informs education practice; strategies for developing deep content knowledge and teaching skills for K-12 teachers; and informal science education. The EHR activity also sponsors projects under the Experimental Program to Stimulate Competitive Research (EPSCoR) program, which builds the capacity of participating states to compete successfully for Federal research funding. Basic/Core Area Health Education Centers

Purpose of this program:

To assist schools to improve the distribution, diversity, supply and quality of health personnel in the health services delivery system by encouraging the regionalization of health professions schools and also includes health careers programs for 9-12 grade students. Emphasis is placed on community-based training of primary care oriented students, residents, and providers and also includes health careers programs for 9-12 grade students. The Area Health Education Centers (AHEC) program assists schools in planning, developing and operation of AHECs to initiate education system incentives to attract and retain health care personnel in scarcity areas. By linking the academic resources of the university health sciences center with local planning, educational and clinical resources, the AHEC program establishes a network of community-based training sites to provide educational services to students, faculty and practitioners in underserved areas and ultimately, to improve the delivery of health care in the service area. The program embraces the goal of increasing the number of health professions graduates who ultimately will practice in underserved areas. The program carries on health careers recruitment enhancement activities to attract elementary and secondary school students from underserved areas into health careers.
